The Economics of Prohibition gives a particularly solid case against
prohibition.
(It is from a somewhat technical economic perspective, but is excellent.)

Licit and Illicit Drugs is excellent, but out of print.

Marihuana, the Forbidden Medicine is full of anecdotes about medical uses of
cannabis (Also see Marijuana Reconsidered by the same author).
